The Battersea Society shares the view of residents in Rowena Crescent that there is scope for redevelopment of this neglected building, the former Milton Congregational Hall built in 1885 by James Holloway to the design of Searle & Hayes, architects. We commend the care the architects have taken in presenting their proposals and the evident concern they have for the building and its surroundings.
Despite this we are concerned that the bulk of the new building proposed to the rear – and shown graphically on page 27 of the Design Statement – is an overdevelopment of the site. We do not think that obscured glazing will be sufficient to meet the justified concerns of neighbours and recommend that amended proposals be developed.
We have some concerns about the proposed modifications to the frontage of the hall. We would have preferred a clearer visualisation of the proposed building rather than the line drawings presented. In the circumstances we leave this detail to Conservation and Planning Officers to consider.
Overall we welcome these proposals but would object if they were to be approved in their current form.
